The evaluation aims to clarify what IDRC actually means by “building capacity,” then looks back at the organization’s real work to gage whether – in its own terms – it has succeeded in doing so.
The strategic evaluation is made up of four phases. The fourth and final phase conducted six organizational case studies, a cross case analysis and a paper on capacity development results at the organizational level.
